After reading comment I decided to review clip distance and found a few bad one, I corrected a few thousands to tell you the least. The fps went up big time.
I was able to reach the 60 fps and had low 20 before but had no frame lost and a steady image. Thanks to that person who wrote it in comment.

There is a problem that when the herbicide is activated, the game slows down and the image stops and hangs.
This problem exists only on purchased agricultural land
